This has always been illegal. After 911 there are serious consequences for these sham marriages. I would expect to see this offer quickly withdrawn as is is a conspriacy to commit fraud. Even legitimate marriages require at least 2 years before applying for citizenship and the foreign spouse must get a visa every six months until then.
You may have seen a recent story about a South American woman who married a soldier who was killed in Iraq. They were married a year and a half and had a kid. Legitimate marriage and yet the government was ready to deport her (although the kid could stay since he was born here). She would have been long gone if the media had not picked up on it.

1. It is not citizenship after 2 years. After 2 years the couple has to show up and get interviewed again. Then if all looks well, the immigrant gets a permanent green card.
2. It takes 5 years tobecome a citizen **AFTER** getting a green card.
3. There is no requirement to get a visa every 6 months.
How do I know? I am Canadian and married my US citizen wife and went through the process about 4 years ago. It wasn't as easy as you guys make it out to be. Not even close.
Before I got my temporary (2 year) green card I had to show I was employed. I had to show I made enough money to support myself. My wife had to show that if I were to get laid off or otherwise be unemployed, she had the resources to take care of me. We had to show bank statements, W2s, 1099s, letters from employers, etc.
And marriage fraud is taken seriously. When we went for our USCIS interview we brought a copy of our lease, joint bank accounts, life insurance papers showing each other as beneficiaries, etc. And we were grilled for about 15-20 minutes by the intervier on things like how we met, where did we go on our first date, what are each other's parents names, what are the names of our common friends. Sure you can memorize that but, a trained USCIS officer will know right away if you are bullshitting.
And before all that took place I had to wait about 8 months before my paper work was even processed.

Amen, anonymous...although it took me (a U.S. citizen) a year just to get in for an appointment to APPLY for the provisional green card for my Italian husband. And he was almost deported once, due to a paperwork mix-up. And we spent about $5k on forms, fees and filing f*-ups during the whole stressful process.
We've now been married five years and are only a year into his "permanent" green card (which needs to be renewed in 10 years, if memory serves).
Every time someone talks about amnesty, my toes curl. I swear, if *I* had to go through these hoops as a citizen to get my husband here, someone who's NOT EVEN FROM HERE sure as hell can follow the rules, too. I lived in Italy for a time, and no one would have shed a tear if I'd been deported away from my husband for not following their rules. Why the hell we have such low expectations here, I don't know.

When I was living in Europe, after 2001, there was a hot Czech chic who asked me to marry her for the American citizenship, or if I knew anyone else who would. After I banged her, I said, "let me think about it" and walked away. Most Eastern Europeans are doing that.
I really don't know why they want to come to this bankrupt country so bad...probably to find a naive sugar-daddy or to commit fraud, like that Russian maid from NJ who received a $600k settlement for a "car accident", and then used the money as deposit on 4 condo flips in Florida. Now that her flips are not going anywhere, she's saying that she was a victim and want the deposits back. She even used all her Russian daughters to buy more units because the developer wouldn't allow more than 1 unit per buyer.
America is the place to commit fraud, especially when we are being invaded by millions of hustlers. Even when they live in a stable economy (ha!), these immigrants never quit hustling. It's embedded in their culture. For instance, Cubans come here to commit Medicare Fraud, Mexicans prefer car insurance fraud, etc.
But the con man culture is part of the American culture, too. Just look at Enron, Duke Cunningham; Bernard Kerik, Giuliani's protege and "police commissioner". All the politicians and most Americans look the fellow man as a mark now, thinking "What's in it for me". It's a free for all out there, and the housing ponzi scheme was a delight for all these hustlers.
I don't know why go to all this trouble to get an American citizenship.
Just work for a boss who's willing to sponsor you. So easy. Get a lawyer, then following the guidelines, the boss puts a job ad on a small newspaper looking for an applicant with very rare and specific qualifications (i.e., fluent in foreign language + rare skill) that usually fit only the client. That's it. There's another way to apply too, which involves having distinguished and special talent, like being a model, entertainer, athlete, etc. It's o easy to get a citizenship in the US. No marriage needed. Ask any immigration attorney.

A two year greencard? How is that even close to "permanent".
My greencard expires in 2015. I got it via my American citizen wife without either of us having a job in the US (we lived in my home country). We just needed a sponsor to provide an Affadavit of Support and prove their income was enough to look after us if necessary.
It also only takes 3 years to become eligible for citizenship, if you are married to a US citizen (5 years is the normal length of time, but there's an exception for a US spouse).
My greencard was simple to get, one interview which was purely a formality - of course we had been married for 5 years and had a kid already so it was pretty obvious we weren't scamming the system (or if we were we were very dedicated :) Not being the US already probably made it easier too.
